PROGRAM SUMMARY:

 

The Upward Bound Program is a federally-funded educational program that provides academic and counseling services to low-income and first-generation high school students in preparation for college. The goal of Upward Bound is to increase the rate at which participants complete secondary education and enroll in and graduate from institutions of postsecondary education.

 

 

POSITION SUMMARY:

 

To develop and direct the Upward Bound (UB) program in accordance with all grant, state, and federal rules and regulations governing the program. To direct, train, and educate the employees of the UB program to accomplish its intended purpose.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

 

 Coordinate and oversee activities to accomplish project goals.

 

 Manage and oversee staff and budget.

 

 Drive vehicle to high schools within target area.

 

 Attend necessary statewide and regional meetings and workshops.

 

 Interact and develop working relationships with public school administration and personnel.

 

 Supervise and generate all reports and recordkeeping.

 

 Conduct and/or supervise all project and staff evaluations.

 

 Supervise recruiting and selection of project participants, academics, counseling, follow-up and placement activities for the project year.

 

 

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

 

Master’s Degree. Knowledge of and experience with TRIO Programs preferred. Previous managerial experience preferred.

 

 

CERTIFICATES, LICENSES, REGISTRATIONS:

 

Driver's license.

 

 

OTHER SKILLS AND ABILITIES:

 

 Experience with Federal Regulations.

 

 Budget management.

 

 Proposal development.

 

 Program management and implementation of proposed guidelines.

 

 Interaction with public school personnel in order to develop cooperation and cohesive working conditions.

 

 Knowledge of high school age students and their prospective needs in order to pursue a post-secondary education.

 

 Strong professional communication skills.

 

 Ability to relate to and establish rapport with university, college, technology center, target school personnel, and community partners.

 

 Strong written and oral communication skills.

 

 Financial management.

 

 Organizational management.

 

 Experience directing federally-funded projects.

 

 Supervisory experience with professional staff.

TRAVEL:

 

Some overnight travel and day travel required. Summer residential activities may also require on-campus lodging for an extended period.
