EAST CENTRAL UNIVERSITY Child Care Resource and Referral's mission is to ensure all Oklahoma families have access to quality child care through community-based resource and referral services. This mission is fulfilled through the efforts of our staff:McKenna Morgenthaler, Child Care Consultant; Breanna Foster, Infant Toddler Consultant; Jessica Colungo, Business Consultant; Angel Patterson, Regional Director; Leah Lyon, Executive Director; and Bethany Walling, Administrative Specialist.

The East Central University Child Care Resource & Referral Agency South Central service area includes Carter, Garvin, Johnson, Love, Marshall, Murray, McClain, Okfuskee, Pontotoc, Pottawatomie, and Seminole counties.

ECU's CCRR program is a part of the Oklahoma Partnership for School Readiness Child Care Resource and Referral (CCR&R) program. The program serves as a resource hub for families, child care professionals and communities. OPSR administers this program on behalf of the Oklahoma Department of Human Services, and its primary goal is to increase access to high quality, affordable child care by providing many different services depending on where an individual lives. 

    Resource Lending Library/Provider Resources at ECU CCRR 
    ECU's Child Care Resource and Referral has a resource room and lending library available for child care providers, public school teachers, and parents. Lending library hours are 8 a.m. to 5 p.m. Monday to Friday, and Saturday by appointment. Please call ahead when traveling from out of town.

    • Check out books, training videos, theme boxes, and curriculum materials
    • Use a computer with Internet Access
    • Use die-cut machines free (if you bring construction paper)
    • Use the laminator for 50 cents a foot
    • Use the copier for five cents per sheet

    Oklahoma Quality Rating and Imporvement System (QRIS) assesses, improves and communicates quality levels in early care and out-of-school education programs through the Stars program. The Stars program defines and maintains standards of quality beyond minimum licensing requirements so Oklahoma children benefit from cate that is always approving. To learn more, visit:
